Members of the Government and the Dutch opposition in the Transvaal Provincial Council withdrew from the proceedings because the Labor Party was forcing through legislation declared to bo ultra vires by the Crown Law Officers. The Labourites remained and passed the Bill, which deprived the Government of nearly all its powers.
