A Bill authorising health resorts to advertise themselves out of local rates was read a second time. The debate was so prolonged that Mr Robert Card complained that the object was to obstruct Mr O. S. Lopker-Lampson’s Bill, which was to follow. This enacts that if a Minister corruptly recommends the conferment of a title or honor, he shall be liable to imprisonment for a term not exceeding two years, or a fine not exceeding £IOOO, or both. Corruption consists of the payment or promise of money to the party funds. As the measure is highly controversial the Friday five o’clock rule staved oil the discussion. ADDITIONAL TAXATION. London, May 2. Mr Lloyd-George says he will find a largo portion of the additional revenue required by the extension ol the supertax downwards, and the graduated income tax.
