ClemcnceauA in his paper, Homme Libre, recognises the impossibility of an alliance between France and England at present. He says: It will suffice, if in the event of aggression on the part of the Triple Alliance, each of the three defensive powers is in a position to make an effort corresponding to that of its two partners.
