[By Electric 'Telegraph— Copyright! [United Press Association.] Berlin, April 15. Herr Ballin, in an article in the Lokal Anzeiger, criticises Germany’s foreign money policy. Ho says it is impossible for Germany to. have a good foreign policy as long as the constantly increasing .surplus of national wealth is reserved for industrial and municipal requirements.
