A journalistic sensation lias been caused by the publication in the Novoe Vremya of conversations between' a Russian -Minister and, distinguished personages' in Berlin and Paris on the limitation of armaments, and including the expression of Germany's willingness to surrender Alsace in order to adhere to tlie Powers. The Triple Entente which occurred during the Balkan War is regarded as the reason for the present fanciful speculations.
