HUERTA'S AftMY SCHEME.

It is reported that General Huerta, owing to the increasing seriousness of the financial situation in Mexico, is preparing to re-open negotiations with Mr Lind, President Wilson's personal representative. General Huerta summoned 60 ol the wealthiest Mexicans and informed them that a decree had been passed, 'levying ten men from each olvner of haciendas throughout the country to enable him to take the field against the rebels. It is understood that if the hacienda owners' agreq a force of half-a-million men will be raised.

PRESIDENT WILSON ATTACKED.

Washington, March 19

Senator Jones, in the Senate, attacked President Wilson's advocacy of the repeal the exemption, and insinuated that it was the price paid to foreign Powers for non-interference in Mexico, also that one of the conditions is that Britain seeks reparation for losses sustained over the Confederate bonds by a plan sanctioned by the Government, whereunder the burden of reparation falls on the Southern States.

Mr Jones moved tfor the production of correspondence with foreign Powers relative to the exemption, with a view of obtaining a division to test President Wilson's strength.
