Renter states that President Wilson conferred with Mr Underwood, who said that though the repuul might be forced, it would be highly dangerous to both parties' harmony. Mr Wilson asks Congress to ie.-«Cind thei exemption as important to tbe country's foreign policy. Mr Lodge appealed to the Senate not to oppose President Wilson en the ground of foreign policy.
