An amendment»to the Address-in-Reply, claiming that the 1909 Budget was undermining the security of house and land property, was rejected by 300 votes to 213. THE HOUSE OF LORDS. London, February IS. The newspapers are discussing the Westminster Gazette's indication that the Government will possibly appoint a statutory commission from both parties to recast the Parliamentary Government on a federal basis. It is pointed out that the reconstruction of the House of Lords is beyond the strength of any one party.' Stress is laid on the indications that any agreed settlement regarding Ulster in the immediate future can only be transitory. The Westminster Gazette agrees that the House of Lords' problem should be included. i Received 10.0 a.m.) Mr Lloyd George declared that agricultural wages are steadily increasing. Since 1900 unemployment in the building trade decreased and wages were increasing. The debate is being utilised to heckle .Mr Lloyd George's land policy. Then' was much acrimony and uproar and the Speaker intervened in exchanges between Mr Runciman and Lord Hugh Cecil, and between Mi- Runciman, and the Rt. Hon. Mr Long. The Speaker also repremanded Lord llelmsley for interference in tin; debate with running comment.
