President Wilson announced that he would use every legitimate influence at his disposal to secure the repeal of the provision in the Panama Act exempting American coastwise vessels from payment of tolls. The President made it clear he was unalterably opposed to exemption, and emphasised Uhe fact that he would endeavor to have the clause repealed during the present session of Congress,.; • -
