Fresh incidents are reported at Alsace. Fight civilians in the course of a week were arrested for insulting passing officers, and jeering at soldiers on the march.

I Four Lorrainers, who were speaking French at a restaurant, were ordered to leave by a lieutenant because their presence was disturbing the celebration of the Emperor's birthday. They replied in German that they would not go, and were then arrested, when the major rebuked them for keeping their hats on in the presence of Prussian officers.

Berlin, February 1. The Alsace Ministers who resigned have been decorated.

Count von Roederu has been appointed Secretary of State and Minuter of the Interior for Alsace-Lorraine, and Baron von Stein Under-Secretary. The appointments are regarded as a compromise. Herr Wedel remains Stadthalter for some months.
