Commenting on the naval expenditure, the Daily News says: “The Admiralty thinks it has done nothing improper in spending several millions which Parliament had not voted or Cabinet approved. This is dangerous nonsense. The country was faced with a grave violation of the Constitution, when over expenditure is allowed to run on for months without the responsible Minister drawing Parliament’s attention to it. It is useless for the Admiralty to plead miscalculation.”
