President Wilson personally read a message to Congress on the subject of trust legislation.

Applause greeted the announcement that legislation would give power to the Interstate Commerce Commission to regulate the financial operations of all American" railroads. President Wilson declared that no radical changes were intended but the penalties would be made to fall not upon the business itself but personally on the men responsible for the lawbreaking. The President added that business of production must be separated from the business of transportation.
