RAILWAY REGULATIONS.
The new railway regulations governing the conditions of service in the Department are thus criticised by the "Railway Review," the official organ of the Amalgamated Society of Railray Servants:—hi many respects the new regulations under the Government Hallways Act are an imj rient upon the ones they supersede. ,ve see the influence of the A.S.R.S. Executive ni some changes for the better, and wo readily recognise an indication in them of the Department's desire to promote good relations with its employees by making these controlling rules as clear and explicit as possible. The old fault of grasping more than statutory power is, we think, again pvident, and as the Regulations have been referred to the societv's solicitors
for a complete report on this aspect, wo will have more definite things to say later, in the matters of holiday
leave, privilege tickets for superannu-
ited members am] widows reduction in "he period of probation and restoration >f first-class passes, there is cause for 'learty congratulation. We also regard with favour the improvement,
however slight, which is mode in facilities for willing and capable men who wish to rise from the Second to the First Division. This aspect deserves special consideration, which we will give to it later. Short of the absolute removal of the division harrier— a paper line, it is inn-, but nevertheless a fortification behind which strong class prejudice may flourish—we will not be satisfied.
