Mr Roosevelt took part in a public .debate with Dr. Martinez, formerly Chilian Minister at Washington, res'peetiug the Monroe Doctrine.
Dr. .Martinez declared that the docjtrine was a dead issue. Mr Roosevelt (heatedly retorted that as the American jpolicy of the doctrine was still very much alive, the incident was an illustration of the wisdom in restricting 'the Monroe. Doctrine to countries
'around the Caribbean Sea, Mr Roosevelt is about to abandon civilisation and plunge into the jungles in the Amazon basin on a sporting and scientific trip.
