Mr Samuel, at a meeting of the Empire League at the Mansion House, aid that the consultations between the Imperial authorities and the Dominions 'Governments regarding the uniform laturalisation of all citizens of the Empire had been completed. The Government hope to introduce a Bill ii the coming session embodying the beagne’s principles as far as circnm.tances will allow. The Manchester Guardian says that, lespite Mr Churchill’s stipulation, his •peech is highly controversial. There vas no crisis in 1909. New Zealand’s gift was based on a complete misapprehension of the facts. The distinguishing quality of the gift was impulsiveness not farsightedness.
