('Received 8.0 a.m.) New York, December 15. Engineer Goethale does not expect to declare the Panama Canal open for traffic before May, the Cucaracka slide giving considerable trouble. The Fram, which was to be the first vessel to traverse the Canal is unable to wait until then.
