GERMANY'S BELIEF.

Professor Lamprecht, of Leipzig University,, has caused anxiety to the military party by publishing a letter received from Herr von BethmannHolhveg, the Chancellor, in June, in which the Chancellor compares the national ideals of France, Britain and Germany, to the latter's disadvantage. He admits that governments can on!,*, stimulate the expression of these ideals. The main work lies with the people themselves. If Germany wishes to pursue a world policy she must follow French and British ideals. The Germans were a young people with a too-innocent belief in force, and did not appreciate finer methods. The Chauvinist press declare thai Herr von Bethmann-Hollweg would do better as a university professor than as a Chancellor.
