Tn the debate in the House of Representatives on Mr Churchill's naval policy resolution, Mr Hiding claimed that the Hague Conference had broken down because it was lacking in power to enforce its rulings. Until the day arrived when inventions made war impossible, the United States ought to be ready to curl up like a porcupine and become impregnable to attack. The debate was adjourned. THE JAPS W U.S.A. Washington, December 7. A deadlock has been reached between Japan and the United States over the Californian question. .'Japan maintains that treaty rights have been invaded and the United States holds to the contrary.
