' Extraordinary prison barbarities are alleged by the Prison tion Committee at Kingston. Ontario. Convicts declared that when slight insubordination had been' shown, the hose was turned on them till unconsciousness . supervened. ,The cells were walled in order that the men * were unable to escape the icy cold water. One of the convicts was paralysed for three days after being hosed. Another declared that the water tore the flesh from his arms and chest, and he showed scars caused in this manner. "'■,'■'
Other punishments, such as strapping men to the cell bars by tiio iieads, were described.
