MAKING UP FOR LOST TIME, [By Electric Telegraph—Copyright! [United Press Association. > (Received 9 a.m.) Paris, November 30. During the town debate in the Chamber of Deputies a sensation was caused by Before, Radical ex-Minister, declaring that when the Kaiser landed at Tangiers, the French army in Morocco was not in a position to back up the Government’s diplomacy owing to want of ammunition. They had only 703 bullets per rifle. M. Barthou, the Premier, admitted that at times the army had been neglected, and it was now necessary to make up for lost time.
