The County Council Territorial Associations are submitting to the Premier a new plan concerning the Territorials. According to the Daily Mail, the Government lias decided to Reconstitute the special reserve and the Territorials into the second line of .the army, which will bit raised wholly on a militia basis, and whose war establishment can be fixed much lower than at present. Many of the authorities estimate that in the future the home field army will consist of 150,U00 in garrison, or coast fortress troops of TO,OOO, assisted by small local traders, and a regular garrison of artillery and engineers. The reforms will enable nearly half the Territorial field artillery to be disbanded. < i
