(Received 9.20 a.m.) London, November 12. Mr Sydney Buxton (President of the Board of Trade) welcomed members of the Safety-at-Sea Conference at the Foreign Office. The Hon. 1 nomas Mackenzie, New Zealand’s High Commissioner, was among those present:

The King sent a message cordially

welcoming the conference. As a sailor, said His Majesty, he had had per-

sonal experience of many matters that would come before them. An international agreement on measures necessary to remove or diminish the perils of the sea would con let untold benefits on humanity throughout the world.
