EFFECT ON NAVAL STRATEGY. IBt Electric telegraph—Copyright} [Uniter Press Association.] New York, October 27. Mr Daniels, Secretary for the Navy, speaking at Mobile, said that the opening of the Panama Canal would double the power of t!ie United States Navy, and would enable it to defend the Republic’s coasts, either on the Atlantic or the Pacifica Ot the same time he agreed with those who thought the time had arrived for a naval holiday. The United States would jvelcome such a holiday.
