THE TIMES’ LEADER. , [By Electric Telegraph-—CopyrightJ Liaies—Sydney Sun Special Cables (Received 8 a.m.) m London, October 10. The Times, in a leader, says: Ulster might be excluded from the. Bill, but to make any settlement possible the agreement must take a wider range. The essential point for the Unionists is that the Imperial Parliament should give away no power which it does not precisely define and count of its own initiative without appeal to the Court, and modify or recall on these terms. The Unionists might agree to a concession of even greater powers thar the present Bill conceded. VARIOUS OPINIONS. ! A (Received 8.35 a.m.) London, October 10. The newspapers are discussing Mi Churchill’s speech. The Daily Mail says the spirit of the speech is misunderstood for words o 4 wisdom and appeasement. The Cabi net is prepared to accept the separation treatment of the north-east, re cognising that Ulster cannot be dra gooned. The Daily News denies that the Government is willing to compromise on t basis of exclusion which is an axtemp to dismember Ireland on religion: lines, and' must be dismissed.
The Chronicle says the Irish Unionists are proclaiming Mr Churchill’s references as a victory for Si; Edward Carson. Evidently it was impossible for the Government to make further approaches to the Ulster Nationalists. The Unionist newspapers in Ireland are awaiting declarations by the lead ers. Mr Dillon, interviewed, said the pro posal to exclude part of Ulster was sug gested solely as a means of .wrecking Home Rule. The idea of lopping ofi part was unworkable and grotesque, and must be regarded as indicating the Cabinet’s fears. Hesitation wil’ only inflame Ulster afresh.
