The average reduction to 23 per cent, is tbe lowest for three-quarters of a century. Over £15,000,000 worth o! bonded goods in New York alone are awaiting release under the new tariff. SIGNED BY THE PRESIDENT. 'Washington, October 5.'. President Wilson signed the Tariff Bill at nine o'clock to-night. Simultaneous telegrams were despatched to all Customs' collectors in the United States informing them of the terms of tho measure. The f ato of tho Currency Bill is still unsettled.
