NEGOTIATING WITH THE PORTE

The international commission at Salonika to enquire into outrages lias been abandoned owing to Greece and Senna objecting to M. Xulonkoff, the Russian, and Mr Brailsford, the British delegate, on the ground that they favor Bulgaria.
