NEGOTIATING WITH THE PORTE

Editor's Vienna correspondent states that the Powers have agreed to boycott Turkey financially, if Bulgaria and Turkey, however, agree respecting Adrianople, the Powers wii! acquiesce. ON BEHALF OF BULGARIA. (Received 8.10 a.in.) Athens, Aug'tfst 31. The Greeks continue to hold Dedeagatcli on behalf of Bulgaria. The international commission at Salonika to enquire into outrages lias been abandoned owing to Greece and Senna objecting to M. Xulonkoff, the Russian, and Mr Brailsford, the British delegate, on the ground that they favor Bulgaria.
