PANAMA EXPOSITION.

The Times says that the Government is extremely ill-advised in refusing to be represented at the Panama Exhibition. It is always annoying to be obliged to acknowledge a mistake, but it credits our rulers with statesmanship enough to make good a blunder when they understand that one has been made. THE GERMAN ATTITUDE. (Received 8.5 a.m.) Berlin, August 20. The Frankfort Gazette regards abstention from the San 1* rancisco exhibition as a mistake. The Government is chiefly influenced by the iron and steel industries. The claims oi the textile and other industries should have received greater consideration. AN INDEPENDENT DISPLAY. (Received 9.0 a.m.) Berlin, August 20. Herr-Ballin declares that the Government’s refusal to take pait in tho San Francisco exhibition is a serious mistake. Ho will endeavour to arrange a representative exhibit without Government aid. Many texlilmanufacturers are also complaining.
