EMPEROR FRANZ JOSEF AT 83. [ By Electric Telegraph—Copyright] [United Press Association.] Vienna, August 19. There were great rejoicings on Emperor Franz Josef’s birthday. The Emperor has appointed Archduke Francis Ferdinand Inspector-General of the whole army. Berlin, August 19. The Kaiser, at a banquet in honor of Franz Josef’s birthday, thanked him for bis efforts to preserve peace in the Balkan crisis. Ho added that the Austro-Gcrman alliances would be preserved for the benefit of the world.
