The Daily Telegraph’s Bucharest correspondent is informed that Bulgaria, in the event of war between the Servian and Roumanian troops, will cross the Danube. A Bulgarian memorandum says that Russia claims the contested zone on ethnological grounds. If Russia is not disposed to assign the whole, it suggests a plebiscite on the disputed districts.
