Mr to make the committee report stages of the fash, Welsh; and Scottish Temperance Bills formal, arguing tha,t the Bill must, under the. Parliament Act, return unamended,, i He admitted that the practice of moving wrecking amendments was legitimate, and Liberals might be impelled to resort thereto when In Opposition. (A voice: "That will be very soon.") The Premier: "I don't care whether it is sooner or later." If the suggestions to improve the Bills were made, before the third the Government would consider their nature and allot the time. Mr Chamberlain moved regretting the euppression of the, right to amend the Bills which were vitally affecting the constitution. He characterized the suppression as a gross infringement of the prerogatives of the House
