THE ALIEN QUESTION

Admiral Mehan, replying to a letter from Mr Valentine Chirol, Director jf the Foreign Department, in the rime's, says that the public of the United States and Canada are opposed to a concession of immigration to Japan which involves naturalisation, .is American institutions do not favor inhabitants without the right of 'citizenship. He adds: "Personally, J sn'tlrjeiy reject the asumptison thai rry race is superior to the Chinese 01 Japanese. My own suits me better. probably because I am used to it, but America doubts her power to assimilate strong national racial characteristics which are likely to constitute th< Japanese unchangingly as a foreigr body of citizens."
