The Czar, in a rescript addressed to Sazanoff, says.: “The hearty recep tion accorded me by the Kaiser and Ids people in Berlin, and the friendly meeting with the King of England, Evidenced not only the tradition ol an old friendship, but a harmonious feeling on the main questions of European policy, which is a sure pledge of the peace so necessary to the happiness of all nations.” He concludes by thanking M. Sazanoff for the perspicacity and steadfastness with which he fulfilled His Majesty’s instructions on Balkan questions, winning for himself the trust of every one of those participating in the settlement of a complicated problem.
