At tho Empire Commission Mr Deakiu said that ho regarded the proposal of Mr Beauchamp, of tho Bank of New Zealand, for an Imperial Development Board, of great Imperial interest. He meant to use the Empire’s credit for the Empire’s development. He thought that Parliaments would agree to such a. body raising loans within the proscribed liVnitfv'fm- helping the development of outlying Dominions. If the Board’s were guaiqmteed, they would he able to secure a lower rate of interest. Tho potential value of tho Empire credit had been mentioned in Australia for many years, hut no definite working proposals had previously been submitted. Mr Beauchamp’s scheme was the first real Imperial effort.
