DEFENCE MATTERS.
GERMAN ARMY INCREASE

The Budget Committee adopted the army increase. Herr von Jagow, in reply to the Socialists, said that Belgium’s neutrality guaranteed international agreement to which Germany for forty-three years had proved faithful. She desired peace, especially with France, but there was a feeling that there was a danger of a possibility of attack from France still existing. NAVAL DEVELOPMENT. AUSTRIA, ITALY, FRANCE AND GERMANY. (Received. 8.5 a.m.) London, April 30. The Telegraph points out that Aus-tria-Hungary is laying down in the near future three Dreadnoughts and Italy two, and that the Cabinet at Rome had sanctioned the preparation of plans for three more. France in 1913 begins five. Germany’s squadron in the Mediterranean consists of Gocben, Breslau, Geier, Bertha, and the Vineta, to which the cruisers Dresden and Straussburg will shortly be added. German capitalists are about to spend large sums in the devlopmnt of Alexandretta.
