THE LIEBKNECHT’S CHARGES. [By Electric Telegraph—Copyright 1 United Press Association.] Berlin, April 22. The Centre Party in the Reichstag is moving for the appointment of a committee of enquiry into the armament contracts. A certain section of the press charges General von Heeringen with bargaining with Dr. Liebknecht. The newspaper Germania hints that the army is plotting for Von lleeringen’s downfall.
