Major-General Defoshinsky committed suicide with a revolver in the office of the general staff. There is no clue to his reason for the act. STERILISING CRIMINALS. New York, April 15. The Governor of Nebraska has vetoed a Bill providing for the sterilisation of criminals who are mentally incompetent, on the ground that such legislation is more suitable for Pagan nations than for Christian ones.
OUTRAGES IN SPAIN
Lisbon, April 15
Carbonarios attacked the offices of the newspaper Democratcia at Covilha and smashed all the machinery and type. A hand of armed men entered a house at Lisbon, wounding a man, his wife, and two daughters. Another gang of Carbonarios raided a club and stole £4OO, causing a riot. The leader has been arrested. Ho produced a document showing that the gang was authorised to act as spies to assist the authorities. He added that the money had disappeared.
