UNIVERSAL TRAINING. (By Electric Telegraph.—Copyright.; (United Press Association.) London, March 3. Major Holman, speaking at a dinner of the leaders of the British Cadets, detailed the system in Australia, where, he said, there was no opposition to universal training, except from a few cranks. A DASTARDLY OUTRAGE. Berlin, March 3. A wire stretched on the road at Henniugsdorf, near Berlin, by robbers, swept three out of a motor car, killing two. EUROPEAN DEFENCE. 'The Government proposes to raise, for military purposes, a milliard, by means of a levy of half to three-quart-ers per cent, upon the total value of property, fortunes under 50,0Q0 marks escaping. It is estimated, in view of the scheme, compared with 1911. to raise the Austrian army from 396,000 to 471,000, and the French army from 536,000 to 860,000. AUSTRIA-HUNGARY’S ARMY. (Received 8.50 a.m.) Vienna, March 3. Austria-Hungary proposes to increase the number of annual recruits by 30,000 to 190,000. The Hungarian newspapers strongly oppose the movement.
