The Kolnisehe Zeitung, in an inspired article, says that it is believed that an improved Anglo-American relationship is possible without prejudice to other relationships. No reasonable man would believe that Germany dreams of ending the English sovereignty of the sea. Another consideration growing in England is that the qualities of Germany’s navy make it bad business to desire to administer the coup do grace to German sea power. The article describes the impending army increase as a “risk on land.”
