Wakatsuki has presented his Budget. The Opposition violently attacked Katsura as unfit to hold the Premiership. Katsura replied, amid uproar. He read the Imperial edict adjourning the Diet. The crowds outside cheered. The Opposition threw out secereds to Katsura’s party from riskshaws, and attempted to duck them in a canal.
