AMENDING THE CONSTITUTION. By Electric Telegraph.—Copyright.) (United Press Association.) Washington, February 2. The' Senate approved, by a majority of one vote, a constitutional amendment restricting the President to a single terra of six year's. If the House of Representatives approves of the change, the States will be asked to vote on the question. If threefourths of the States agree, the amendment will be included in the constitution. Farmers are protesting at the Democratic Free List Bill, on the ground of foodstuffs on the free list. This will give Canadians more advantages than the defunct Reciprocity Bill. Mr Woodrow Wilson insists on the passage of the Underwood Free List measure, which was defeated last session in Congress. Mr Wilson says that Congress and the Democrats would break faith with the people if they did not take steps to reduce the cost of living. Canadian press comments indicate that Canada would thus gain as many advantages as if the Reciprocity Bill had been passed, while giving nothing in return.
