INDIA’S VICEROY SPEAKS TO THE PEOPLE! (By Electric Telegraph.-•-I op* ngin ,) (United Press Association.) Delhi, January 28. Among the incentives should be included intemperate and political language tending to influence the ill-balanced mind to hideous crimes which, Lord Hardinge said, he was confident the people of India would stamp out.
