THE PANAMA CANAL.
PRESIDENT TAFT AND THE STATES. (Received 8.55 a.m.) Washington, January 26. President Taft, in defending the position over the Panama Canal, said there was no reason why anyone should oppose arbitration. Nothing the United States had hitherto done showed where she had been dishonourable, and she was willing to haje a test case with any impartial tribunal.
