King Ferdinand and the Cabinet held a council of war at Mustafta and decided to resume hostilities if tne collective Note is rejected. Constantinople, January 17.
The delay in the delivery of the collective Note is supposed to he due to the German Ambassador not having received instructions. Renter states that the instructions have now been received, and the Note will be presented to-day.

M. Prochaska hoisted the Austrian flag on the Consulate at Prizrend. The Servian troops saluted, terminating the incident. Belgrade, January 17.
Colonel Boyovitch, head of the artillery branch of the general staff, ic-r-igned owing to differences with the headquarter’s staff on the question rf promotions. General Bojanovich succeeds him.
