Ear] Grey, addressing the Colonial Institute, said the Government next session would introduce it Bill to secure reciprocity of naturalisation with the Empire. The House of Lords passed the second reading of the Rural Housing Bill.

Lord St. Leger declared that the finance of the measure was unsound. The Government would not accept it. Landowners were not too poor to l.uilcl cottages, and labourers were too poor to pay rent, as they had not received a living wage. Agriculture could well afford a minimum wage.

Lord Salisbury dropped the Bill
