Mr. Meyers, Secretary of the Navy, addressing the Naval Committee of the House, declared that future wars wherein the United States might participate were likely to occur in the vicinity of the Panama Canal. It was essential to adequately protect the Caribbean Sea. New plans are being prepared to fortify Guantanamo.
