In the House of Commons during the discussion of the 'Welsh Disestablishment Bill, Mr. Cave’s amendment, excluding border parishes of which fourteen were wholly in English dioces and six in Wales, was negatived by 204 votes to 56. HOME RULE. THE ULSTER CAMPAIGN. London, January 5. The terms of the Ulster campaign have been drafted. When Home Rule operates a provisional Government in Ulster will he established, and will meet any attempt to enforce the Iristi Parliament’s authority, passively if possible, but actively if necessary, and hold the country until the return of a Unionist Government, who will amend Home Rule by the omission of Ulster. THE LONDONDERRY SEAT. Lord Abercorn’s death creates a vacancy for Londonderry. If the Nationalists recapture it they will have a majority representation in Ulster. Colonel Parkenham, commanding the London Irish Rifles, will he the Unionist candidate, and Mr. Shane Leslie, Mr. Churchill’s cousin, the Nationalist candidate.
