THE 1901 °TBEATY. (By Electric Telegraph.—Copyright.) (United Press (Association.) (Received 1.5 p.m.) London, December 9. Sir Edward Urey’s despatch to Washington on the 14th .November has been published. It states there is no room for doubt that the provisions of the Canal Act arc in conflict with the equality of all nations which was a fundamental principle of the 1901 Treaty. Britain recognised that many persons of note in the United States hold that the treaty had not been infringed; hence Britain is in perfect readiness to submit the question to arbitration.
