THE GERMAN BUDGET.
INCREASE IN NAVAL ESTIMATES. (Received 9.25 a.m.) Berlin, November 17. A forecast of the 1913 German Budget shows that the naval estimates provide for an increase of sixteen million marks for recurring expenditure, and 21 j millions for jion-rccurring.
