THE CHINESE REPUBLIC.
Pekin, October 30. All the reports about massacres by Chinese troops in Eastern Mongolia are officially denied. A manifesto has been issued restoring the Dalai Lama to his former rank and titles. The Government proposes to despatch agents to persuade the Tibetans to resume their allegiance to China.
