j THE TREATY PROPOSALS. (By Electric Telegraph.—-Copyright.) (United Press Association.) Paris, October 1(5. It is stated that the consummation of peace between Turkey and Italy was largely due to the Powers’ counsels. it increases the chances of a localisation of the Balkans war, and Italy resuming her place in the European concert. Vienna, October 16. The newspapers notice the coincidence of the postponement of the Allies by a formal diplomatic rupture and the signing of the peace treaty. Berne, October 1. The peace treaty recognises Italy’s sovereignity in Cyrenaica and Tripolitana. The Sultan’s representative is to have judicial jurisdiction over the Moslems. Italy accepts as similar condition for the Caliphates to have authority in Libya as was granted by the Austrian treaty of Bosna. Turkey guarantees the good administration of the Agean Islands and Italy is left to pacify the Arabs in the Hinterland and pays Turkey an annual sum to reimburse the Ottoman debt, now guaranteed by Libyan revenues. No indemnity is to be paid on either side.
